Proposer's summary and declarations
As suggested by Wooble on the Game-direction page, this would remove the monthly voting requirement for the Scorekeeper position. Being that this position holds little power over the game rules, there isn't a need to vote monthly on it. Instead, I have given the Scorekeeper the ability to transfer the position to another willing player. I have also lessened the requirements to expel a Scorekeeper from a supermajority vote to a simple majority vote. - Fine with me too; I really see no reason to have elections for the position as long as we can replace someone who isn't updating the scoring as often as they should. And as the current Scorekeeper I'll go on record as saying that there's no need to run against me in an election if anyone else is masochistic enough to want to update the Population totals and such each month; I'll be happy to give someone else a chance to do lots of math that at the moment has no effect whatsoever on gameplay if they want to.
