Proposer's summary and declarations
As suggested by Wooble on the Game-direction page, this would remove the monthly voting requirement for the Scorekeeper position. Being that this position holds little power over the game rules, there isn't a need to vote monthly on it. Instead, I have given the Scorekeeper the ability to transfer the position to another willing player. I have also lessened the requirements to expel a Scorekeeper from a supermajority vote to a simple majority vote.
