You decide to head to the Raccon Police Department since it´s more likely that they are there trying to hold the zombies at bay. When you reach the precinct however, there is no sign from the outside that there is anyone still alive in the building. The gates are slightly open and unlocked, you can´t see any movment in the windows etc. You growl low in anger and hit an nearby police car on the hood which causes an huge dent and destroyes the engine in the process (all in one punch).
You calm yourself and thinks, there is a chance that there is still people alive in there, but the chances are big that you will just encounter a few zombies wandering around.
