Before Starly gets a chance to attack, Turtwig withdraws into his shell (as the name suggests), heightening his defenses. Starly pecks at the brown shell a bit, confused.

But then it counters with an attack of its own, letting out a little squeal. This reduces your Pokemon's attack, presumably because it lets one's guard down. So with added defense you lose attack strength. Ah, touche.
