Like most ports, Sartosa relies heavily on fish as a year-long food source. Therefore, the fishmonger has one of the largest buildings in the market place. Right now it is closed for the night, and the door is of course locked. There are no windows, and it seems like the only way to enter is to pick the lock.

But you could also go take a look at the warehouse of the Fishermen's Guild or the city dump if you think you will have more success over there.
