GENERAL PROVISIONS

[edit] Supremacy of Constitution

1. (1) This Constitution is supreme and its provisions shall have binding force on the authorities and persons throughout the Federal Republic of _____.

(2) The Federal Republic of _____ shall not be governed, nor shall any persons or group of persons take control of the Government of _____ or any part thereof, except in accordance with the provisions of this Constitution.

(3) If any other law is inconsistent with the provisions of this Constitution, this Constitution shall prevail, and that other law shall, to the extent of the inconsistency, be void.

FEDERAL LEGISLATIVE LIST

1. Accounts of the Government of the Federation, and of offices, courts, and authorities thereof, including audit of those accounts.
2. Acquisition of property on just terms from any State or person for any purpose in respect of which the Parliament has power to make laws.
3. Acquisition, with the consent of a State, of any railways of the State on terms arranged between the Federation and the State.
4. Awards of national titles of honor, decorations and other dignities.
5. Bankruptcy and insolvency.
6. Bills of exchange and promissory notes.
7. Borrowing of moneys within or outside _____ for the purposes of the Federation or of any State.
8. Census, including the establishment and maintenance of machinery for continuous and universal registration of births and deaths throughout _____.
9. Citizenship, naturalization and aliens.

15. Creation of States.
16. Currency, coinage and legal tender.
17. Customs and excise duties.
18. Defense.
19. Deportation of persons who are not citizens of _____.
20. Diplomatic, consular and trade representation.
21. Exchange control.
22. Export duties.
23. External affairs.
24. Extradition.
25. Federal pensions, that is to say, pensions payable by the Federation or out of federal revenues.

32. Matters relating to any department of the public service the control of which is by this Constitution transferred to the executive government of the Federation.
33. Military (Army, Navy and Air Force) including any other branch of the armed forces of the Federation.
34. Mines and minerals, including oil fields, oil mining, geological surveys and natural gas.
35. National parks being such areas in a State as may, with the consent of the Government of that State, be designated by Parliament as national parks.
36. Nuclear energy.
37. Offenses against laws with respect to any of the matters in this list.
38. Passports and visas.
39. Patents, trade marks, trade or business names, industrial designs and merchandise marks.
40. Powers of Parliament, and the privileges and immunities of its members.
41. Public debt of the Federation.

43. Public service of the Federation including the settlement of disputes between the Federation and officers of such service.
44. Quarantine.
45. Recognition throughout the Federation of the laws, the public Acts and records, and the judicial proceedings of the States.
46. Seat of government of the Federation, and all places acquired by the Federation for public purposes.
47. Service and execution throughout the Federation of the civil and criminal process and the judgments of the courts of the States.
48. Stamp duties.
49. Trade and commerce between _____ and other countries including import of commodities into and export of commodities from _____, and trade and commerce between the States.
50. Traffic on federal trunk roads.
51. Water from such sources as may be declared by Parliament to be sources affecting more than one State.

24. Intoxicating liquors and narcotic drugs, that is to say, the production, manufacture, possession, transport, purchase and sale of intoxicating liquors, opium and other narcotic drugs.
25. Labor, including trade unions, industrial relations; conditions, safety and welfare of labor; industrial disputes; and industrial arbitration.
26. Land revenue, including the assessment and collection of revenue, the maintenance of land records, survey for revenue purposes and records of rights, and alienation of revenue.
27. Legal, medical and other professions.
28. Libraries, museums and other similar institutions controlled or financed by the State.
29. Local government, that is to say, the constitution and powers of municipal corporations, improvement trusts, district boards, mining settlement authorities and other local authorities for the purpose of local self-government.
30. Lunacy and mental deficiency, including places for the reception or treatment of lunatics and mental deficiency.
31. Marriage and divorce; infants and minors; adoption.
32. Mechanically propelled vehicles.
