Go over to the police to see what all the commotion was about

You decided to go over the police to see what all this was about. Thinking for a while, you put on a puppy face, and walked over, trying to look as innocent as possible so you don't get dragged into this mess.
You said: "Um, excuse me sir, what is this all about?" The man had his back turned. He ignored you. Getting a bit annoyed, you tried again. "Um, sir?" You reached out to tap him. Your hand passed through his shoulder. Eyes widening in surprise, the man shivered.
"Man, it's getting cold. Best hurry up," He said to his fellow worker. The other man nodded. You tried to get his attention again, but like last time, your hand passes harmlessly through. The policeman shivered and walked away, towards the river bank.
You stared at your hands. They were transparent.
