"BUT.. WE ALREADY HAVE PAIRING FANFICTION COMMUNITIES" --Mr. Tornado

Mr. Tornado is a character in TBRPE that loves Rayquaza for some reason. Like in a creepy stalker way. He came to be when Kyogre made rain and Groudon made drought and he wanted to randomly come in there and make tornadoes. Then Rayquaza stepped in.
