The Council of Star World is the ruling power of Star World and its colonies, when considered on an inter-planetary level. A representative from every mainland kingdom has a place in the Counsel, with colonies each having lesser representation in the main body. Each councilperson answers to their home country's government, though the unified body of the Council is more powerful than any one country.
