The Confederation of Universal Evil is a dictatorship created in the 20th century at a small Galaxy named Salnos, the next door neighbor of the main galaxy. The COUE is like the evil counterpart of the Galatic Federation and they usually causes trouble to Star World and Popstar. They consisted of many races but mainly lead by the warrior race named the Wygons, humans, and recently, the Slug-like Porthex. Their theme is space nazis due to their ruthlessness and their thrist for universal conquest. Not only have a mighty military, they also have a more evil elite subfaction called the Blackcoats AKA the Death Korps. They support social darwinism so they think they can defeat any faction. After Mysterio's death at Ryshi, COUE is split into two factions and small splinter groups, Neo-COUE for the most loyal figures, CURIS for the atoner that decide to be neutral.

Origins

Due to constant hedonism and corruption by the government and the high class, and the neglect to lower classes, their civilization suffered greatly for the middle and low class. Worse, due to their defeated in a decade long galactic civil war against their neighbor, the Galactic Federation, money is almost worthless, living conditions were below average, and military is decaying due to budget problem. Just they about to be collapsed, an idealist Wygon named K'yan Randew gathered many followers and sparked a revolution. - Mysterio: The most famous "Kalfulaku" of COUE, the son of Dark Matter. Killed in battle by Coshi and Plasshi. (Deceased)
- Darzabi: A General of the Dark Korps, formerly Razabi but acually a spy for Neo-COUE, leads the regular military and his own part of the Death Korps, the "Crimson Scythes", which is part secret police and part special forces. Son of Mysterio, grandson of Dark Matter.
- Deacifer: Mysterio's former right hand man, an ultima general Wygon. Currently "Kalfulaku" of Neo-COUE.
- Trevolon: A young Lord of Change who has yet to master his abilities, an officer cadet of Darzabi's Death Corps, the "Crimson Scythes".
