Clean Slate was a guideline promulgated by Colin in the first years of RationalWiki v. 2.0.
It read:
Any editor, regardless of past actions elsewhere, is welcome here with a clean slate. No user is unwelcome! Personal attacks and threats will result in punishment. Any users with problems may contact Colin at webmaster@rationalwiki.com

It was remarkable in that it was not only introduced without consultation, but it also included the threat of some unspecified punishment. It did serve to make TK very happy however.
In practice it was epic phail.
