This is a proposal to transmute rule 110 into a mutable rule. The wording of this proposal must be exactly the same as rule 110. If this proposal is enacted, it will take the place of rule 110 which will thus be repealed.

Proposed by chuck 11:02, 30 May 2007 (EDT) In a conflict between a mutable and an immutable rule, the immutable rule takes precedence and the mutable rule shall be entirely void. For the purposes of this rule a proposal to transmute an immutable rule does not "conflict" with that immutable rule.
