This is a proposal to transmute rule 388 into an immutable rule. The text of this proposal must be exactly the same as rule 388. If this proposal is enacted, it will take the place of rule 388 which will thus be repealed.

All players must always abide by all the rules then in effect, in the form in which they are then in effect. This rule takes precedence over all other rules.
