1. Any player may declare themselves Mayor of a "named territory" within the limits of Nomicapolis (for example: Mayor John Smith of JohnSmithTown or Mayor Jennifer Rogers of JRogVille).

2. Any "named territory" shall be governed by the current ruleset in place for Nomicapolis.

3. In addition to the current ruleset, the Mayor of a "named territory" may propose a rule applying only to that specific "named territory".

3.1 Each proposed rule shall be given a number for reference. The numbers shall begin with 801, and each rule proposal put forth in the proper way shall receive the next successive integer, whether or not the proposal is adopted (JohnSmithTown801,802, etc.).

3.2 Proposals shall follow the current format for proposal, debate, and quorum.

3.3 Voting shall last 7 days from the end of the debate period.

3.4 A Proposal shall only fail if the supermajority of votes is AGAINST.

3.5 When a new rule is proposed, the previous rule in the numerical sequence will automatically and permanently be repealed.

4. Each Mayor shall be responsible for posting a list of current and past rules and proposals for that "Named Territory" on the players own user page.
