1. A proposal may not be voted on until each lower-numbered proposal has received at least one vote. The nature of that vote ("for", "against", "abstain", etc.) is unimportant.

2. A proposal which has already received at least one vote may be voted on as long as there are proposals with lower numbers still being voted on.

3. This rule takes precedence over other rules which deal with the timing of voting and of enacting rules.
