Proposed by Applejuicefool 10:32, 25 November 2006 (EST)

1. A proposal may not be voted on until each lower-numbered proposal has received at least one vote. The nature of that vote ("for", "against", "abstain", etc.) is unimportant.

2. A proposal may be voted on as long as there are proposals with lower numbers still being voted on.

3. This rule takes precedence over rules 303 and 313.
