Rule 311 is hereby amended to read, in entirety:

A majority is required to approve any rule. A super-majority is required to repeal or amend any rule. Any new rule that negates a previous rule by removing it or by eliminating its effect is considered a repeal of the previous rule, and as such, requires a super-majority to pass.
