All players must always abide by all the rules then in effect, in the form in which they are then in effect. The rules in the Initial Set are in effect whenever a game begins. The Initial Set consists of Rules 101-116 (immutable) and 201-213 (mutable).

Thresholds

There certain thresholds that must be watched in order for the game to be legal.

Rule 114 state that the number of Mutable Rules must be no less than 1.

Rule 305 state that if the number of Mutable Rules is ever 25 it shall be automatically repealed.
