Whenever a rule's number changes for any reason, all rules which reference that rule by number are automatically amended narrowly and specifically to reflect that change in number. Automatic amendments generated by this rule take effect without a vote. This rule takes precedence over all rules, mutable or immutable, which govern the way in which rule changes are made.
