Proposer's summary and declarations
The purpose of this proposal is two-fold:
- To assemble the Canton Ranking lists in one central location for ease of reference and provide an easy way to determine when those lists are updated.
- To clarify what ranking should be used when two or more users are tied for the same popularity.
This proposal hinges upon 380 passing, as without 380 there is no defined way to make a Game Annoucement. Discussion is open until 00:00, 23 April 2007 (EST) -- BobTHJ 16:52, 16 April 2007 (EDT)

I added another sentence at the bottom of the proposal that gives a timeframe and describes what occurs if the Scorekeeper fails in their duties. BobTHJ 10:08, 18 April 2007 (EDT)
