-	Whenever a rule's number changes for any reason, all rules which reference that rule by number are automatically amended narrowly and specifically to reflect that change in number.  Automatic amendments generated by this rule take effect without a vote.  This rule takes precedence over all rules, mutable or immutable, which govern the way in which rule changes are made.	+	New rules and rule changes may only be proposed by active players.  Any proposal made by an entity other than an active player will be deemed improper.
