These rules shall:

1.) Limit a person to one account. 2.) Define how a person may join and leave the game.

Well, I made a boo-boo. It seems that rule 105 is a dup of 104. If 105 was as intended, the second sentence of this proposal would have conflicted with an immutable rule, however, it was not and this does not. I would like to request that the proposer modify the second sentence as such: A new player may join by registering an account and adding themselves to the census. (that way we don't get anon ip users as actual players) Besides that, fantastic!

Also, how about wikilinking Census in the proposal? Or should we keep it with plain text?
