Rupert Thorne is a criminal mastermind. A chief rival to both The Penguin and The Kingpin. HE tried to burn down Mushnick Florist but was overcome by Batman's replacement, Warioman. He escaped as his henchmen: Wayoshi , 3D , and Dry Bones were taken by police.
He was soon kidnapped by The Ventriloquist and Scarface.
