The Caropsyne Pontanore, or Eda Pontanore Infrenon Carops is Liberalia's largest land power and largest single political entity. It is a collection of states and territories ruled by and from Carops. These territories are, The Kingdom of Carops, Doruum-Cason, Holod, Gregon, Vyyk, The Forlæan Islands, Polythia Interior, Jajiland, Euvodora, Saba, Koyti, Phosmara, Caropsyne Ziabach, Permenta, Tovia, Zontia, Famagosca, Malventa and Pansaria. The Pontanore has territory on five major continents and landmasses, as well as numerous island holdings. The word "Pontanore" signifies "Community" and "Shared Existance" in Standard Caropsyne.

History

Muin agricultural societies were the first signs of civilisation in pre-historic Carops. Gingarwas founded by Muin settlers some 5600 years ago in the late Great Agricultural Period. With the defeat of the Totorians in CY 970, Carops was able to develop significantly, fighting off various subsequent invasions of Tirans and Azabeans, to be established as a dominant power in Thearea. There was no sense of national consciousness at this point, as the "nation" of Carops could solely be identified as land which was governed by the Muin communes in a loose confederacy based on shared racial and linguistic ties.

All of this was to change in CY 1578 with the arrival of the Pelsai, a maritime people who settled in Carops and oversaw the establishment of centres of power within the country, and awakened the sense of nation within the inhabitants of the areas. Pelsai dominion over Carops resulted in the establishment of Vaelcs or kingdoms, of which there were originally four, Gingar, Sanche, Droganl, and Takann. Large swathes of land to the South of the Vaelcs, which is now classified as being a part of Carops, continued to be ruled by Muin peoples and the Porthin. Doruum-Cason was at this time mostly inhabited by Muin and not considered to be linked to Carops.

Pelsai domination of Carops lasted for approximately 1400 years, with the establishment of a rich society and culture. Gingar was, by the height of Pelsai power, the dominating force in Carops, which the Vaelc of Droganl also exerting large amounts of power under the Firnan Dynasty. Notable monarchs of this time include Firna, Queen of Droganl (CY 1791-1845), Firnan of Droganl (CY 1995-2036), Aeblean, King of Gingar, and Gedethena. However, the danw of what is known as the Second Pelsai Age saw the end of the harmonious Vaelc system, Aeblean of Gingar inherited the throne of Sanche by marriage and was forced into war with King Maagen of Takann over the kingdom. Gingish forces were heavily defeated and Aeblean forced to kill himself, resulting the breaking of the amicable relationship between the Pelsai peoples of Carops. The subsequent short-lived Occupation of Gingar also continued to break these bonds.

The Second Pelsai Age was at its peak of power when the Lindites, a seafaring people of Gesintan origin, landed at Rumarghe, following the establishment of the Fifth Vaelc of Bevenn, some sixty years beforehand. The Lindites were able to overcome the forces of Droganl, and occupied the Vaelc, drawing them into a deadly conflict with the Pelsai of Gingar, which by this point had unifed with Takann and Sanche to form the first recognisable nation of Carops, which was known as Unified Carops. The defeat of this nation, under the Kartt-Golsan Dynasty, led to the collapse of Pelsai power in Carops and the establishment of the Lindite dominion, and the eventual formation of the nation of Carops in a single entity. The Lindite Othæglin founded Fornænda shortly into the reign of the Lindite Kings. Their language merged with existing dialects to form the tongue known today as Standard Caropsyne. The Phett people also settled in Carops during this period, in the areas around Ariatra, the Phettlands, and the Kimmlish coast.They and all the other various races in Carops combined to eventually form the fairly diverse Caropsyne People, whose racial background is broadly mixed, with pockets of homogenous ethnicity.

Carops began to acquire an "empire" under the rule of King Aether II, some 400 years ago, with the final seizure of Doruum-Cason and its annexation by Mainland Carops. Doruum-Cason had remained a broadly independent Pelsai kingdom up until this point. This conquest continued with the establishment of Caropsyne Dominion over Holod by the merchant Harias Golmer and a mercenary force loyal to the Caropsyne Merchants Company. Carops also began to take territories in the continent of Polythia, following the establishment of the large Caropsyne Imperial Navy. The territories of Polythia Interior, and Jajiland were conquered during this period, some 350 years ago. The Pontanore consisted of these territories alone for another 200 years.

The last autocratic monarch of Carops was Aldrand (5567-5610), whose son King Olimand the Great, agreed to the formation of a Constitutional Monarchy, with a democratic government governing the country's affairs. The first elected government of Carops was established 167 years ago under Melthred Consvané, a popular lawyer. Democracy continued to thrive in Carops for another 90 years, before the overthrow of Dorias Rormold during the National Emergency, and the establishment of Fostana Rule. What followed was sixty years of government under the Fostana, the unelected former Upper House of the Caropsyne parliament, which was compromised of hereditary peers, clerics, judiciary and various other figures. Durind this time, the lower house, the Pontiana was shut down. The Fostana led Carops into numerous conflicts against her neighbours and was generally seen as corrupt, oppressive, and cruel. However, for much of the Fostana period, the council enjoyed the widespread support of the Caropsyne people. During the Fostana period, Carops sezied control of the former Loslakia colonies of Koyti and Gregon, as well as taking a portion of the collapsed Ziabach Empire.

Fostana rule ended with the collapse of the council in disgrace in CY 5770 following a number of controversies and damaging policies. The then Chair of the Fostana, Lord Roth, announced elections, which the leader of the Moderate Party of Carops, Dr. Phodric Dormond, won marginally following the establishment of a coalition government. It was during the Premiership of Dr. Dormond that Carops took control of the territories of Vyyk and Saba from the collapsed Caldari empire. Dr. Dormond's approval ratings slumped as a result of his handling of the Great Oil Crisis.

Dr. Haldric Maldian became Premier of Carops following this episode. The Pontanore was drawn into a long cold war with Curiaistan, which came to the brink of war on several occasions. Maldian signed the Soccersia Pact with Soccersian and the People's Republic of Caldari, however following the breach of the agreement by the Soccersian government, Maldian ordered declared war upon Soccersian and eventually successfully conquered it for the Pontanore. It was renamed ot Phosmara and made a Pontanore State. Dr. Maldian's term also saw the establishment of the Council of Nations Headquarters in Fornænda.

The outbreak of the Third Liberalian War saw the Pontanore engaged on numerous fronts, notably against Leonsteiner forces in Gregon, Curian forces in Holod, and a variety of forces from the Curian Bloc in Hasadon and Polythia. Pontanore forces were eventually victorious on all fronts, with substantial forces occupying northern Curiaistan. It was during this period that the Caropsyne-inhabited island of Chrytion voted to ascend to the Pontanore as Permenta. As well as this, the two territories of Tovia and Zontia, both of which had substantial Caropsyne populations as a result of emigration, were incorporated into the Pontanore at the same date. Following the conclusion of the conflict and the Liberalia Peace Conference, the Pontanore under Maldian found itself competing with the reorganised Grand Republic of Latagon.

The Maldian Government subjected to a constitutional crisis by the Fostana's invasion of the Pontiana Building in protest at Dr. Maldian's methods of governance. Damosca agents supporting Dr. Maldian stormed the building in what became known as the Siege of the Pontiana, which killed and brutalised numerous public figures, and led to the vilification of the Damosca in the Pontanore press. Dr. Maldian was found hanged in his office on the following day, having committed suicide, apparently out of shame at his involvement in the siege and its consequences.

Following three weeks of a Civil Administration, the Pontanore elected Miria Seranoda to replace Dr. Haldric Maldian. Seranoda purged the Damosca, declaring the organisation illegal and beginning a hunt for its agents. During this period, Seranoda began talks with Curiaistan over the Pontanore forces there with the Curiaistan Conference. The Pontiana voted during this time to allow Phosmara and Euvodora to hold seats on the Pontiana, whilst also establishing new legislative bodies in Permenta.

Politics

The Pontanore is a democracy, governed by a bicameral parliament consisting of an Upper, unelected house, the Fostana, and a lower elected house, the Pontiana. The Premier of Carops is the Head of Government and is the leader of the largest single block in the Pontiana. The Fostana retains legal and legislative duties, as well as ceremonial and executive functions. The Pontanore Government has sovereign authority over all the territories of the Pontanore, although Gregon, Euvodora, and Holod elect their own governments, which legislate on internal affairs and which are under the oversight of Pontanore officials, under the Treaty of Polmona. Recent moves to push for Jajiland and Polythia Interior to be granted the same status have been rejected by the Fostana. Pontanore States are directed governed from Carops by Administrator-Generals. In territories which fall under the Treaty of Polmona, the Administrator-General acts as the chief representative of the Pontanore government in that territory.

The Pontanore operates a paternalistic approach to its territories, and an overly large bureaucratic class exerts Pontanore regulations in its various outposts. Political awareness in Carops and the Caropsyne-Inhabited territories is fairly high, while in some territories it is substantially lower. Efforts to introduce universal suffrage for all Pontanore citizens have so far failed, although the Pontanore promotes total equality between all her peoples.

Economy

The Pontanore is one of the larger regional economies. With the large array of resources available within the Pontanore, the trading possibilities are free and common. The most recent GDP of the Pontanore was $80,163,098,610,703.81 with a per capital figure of $29,591.40. With a regional average of $14,047.92, this is considered to be largely successful for such a large nation. Carops recorded an annual trade surplus last year of $664,969,091,978.42. Latest figures also show that unemployment continues to be low in Carops, with 2.6% of the adult population unemployed. The economy of the Pontanore is heavily-regulated by the State, and foreign investment is heavily monitored. Heavy investment on industries within the Pontanore has ensured that it can supply itself with virtually all resources without relying on foreign sources. The closed nature of the Pontanore economy is of concern to other powers, considering the large Pontanore investment levels in some foreign economies. This was especially noticable with the outbreak of the trade embargo declared by the Pontanore against the Curian Bloc.

Demographics

The Pontanore is one of the largest entities in Liberalia, and has large numbers of different ethnic groups. In Carops, the ethnicity of the population is varied, but not as varied as the wider Pontanore population

NOTE: In the National Census carried out last year, 56% of those who responded considered themselves primarily Caropsyne in ethnicity. It is likley the case that many more are members of distinct ethnic groups (eg. Phetts, Kessites) Lindites, on average, are more likely to describe themselves as "Caropsyne" then territorial peoples such as the Phetts, who consider themselves primarily Phetts. It is thought that around 50% of Carops, however, is of mixed origins between the various races, and hence can be considered "Caropsyne."

Recognised Ethnicities within the Caropsyne Pontanore

Religion

The majority of Ethnic Caropsyne citizens either follow the Caropsyne Pantheon religion, or are non-religious. Atheism in Carops has a long history, stemming from the great Philosophical School of Fornænda, which suggested the non-existance of any god over two millenia ago. Across the Pontanore, there are a variety of indigenous and local religions, most notably Holodian Pantheonism, and Spiritism.

Education

Education in the Pontanore is regulated by the State and provided to all citizens. Educational standards and systems vary in the different areas of the Pontanore, in order to take cultural, ethnic and historical influences into consideration. The standard of education in Carops itself is among the highest in the region, with free education provided to all abilities until the age of 19. Caropsyne students begin their academic lives at the age of 5, and attend primary education in Ponitio (State Institutions) until the age of 12. At 12, they are transferred to Fostitio (National Educational Insitutions), where they will sit their Pontanore Educational Certificates (P.E.Cs), which will determine their future opportunities.

The Pontanore has a number of distinguished Higher Educational Institutions, steeped in history, and still favoured as among the best in the region. The four major universities of the Pontanore are:

These are the most prestigious of Carops' Universities, and receive students from around the Pontanore. Larimas University has a strong history in the arts, having produced and pioneered the majority of Caropsyne literature of the past two centuries. Holmas is renowned for its science background, having been the site of many major break-throughs in regional science. Research investment in the University alone makes it richer than some of Liberalia's smaller nations. The University of Polmona was established during the premiership of Miria Seranoda and has grown to achieve very high academic standards.
