In the CTHSverse, the Autobots are a law-enforcement agency and a division of the Cybertronian government, with qualities and responsibilities similar to a police force as well as the FBI and SWAT. This group (as you better damn well know) are the peace-time predecessor to the good-guy faction of the same name.
Despite being a federal agency, each of Cybertron's city-states is responsible for managing their own forces. This (as expected) results in a fantastic police presence in some areas, and either a corruption, or a complete lack thereof in others.
