Gandalf realizes that one of the reasons this plan has a chance of succeeding is that hobbits are so inherently good that the ring has almost no power over them - only granting their underlying subconscious wish to not be seen (so as to not make a fuss or stir up any trouble). He decides that he must appeal to this goodness in order to further strengthen it, and tells Frodo to have pity. This will have major implications later.

Pippin makes a mistake, the orcs attack the Fellowship, the Balrog awakens. What should Gandalf do? Not that one of the ring's pwers is granting dominion over all evil creatures, including orcs and Balrogs.
