Infection/Stairwell

You climb the stairs and see the concrete roof. You look around and see that the police have arrived, and are battling to save civilians. There is a baby crying in the distance, and screaming from all directions. You hear sirens and fire engines blaring their alarms. Chaos has ensued, and the law just cant keep up.
