Penguin was captured and all his henchmen defeated. The only one who was exenpted to go to jail by the GCPD was the sexy Candy she had Batman's (yours) favor. She had pleaded to him to save him. So he did so and she took his aliws Bruce Wayne to a motel to return the favor.
