SO I wrote out a long synapse and it got deleted and I'm not gonna rewrite it, Sorry!
After you know the background please continue on.
Just as a reference this is kind of like an OVA, where it's not sticking close to canon but enough to keep the story together. We're picking up on a summer break after Midoriya has a decent control over his power.
