Culture/Ogholm social structure/high councils

The Ogholm was devided into three high councils. Each of these councils serves a different one of it's purporses. These councils were:
the federal government
concerned with coordinating the actions of the people of the ogholm.
the federal poliece
concerned with enforcing order in the ogholm.
the federal department of transport and comunication
concerned with improving the transport of material and ideas around the ogholm
After contact was made with aliens, a fourth high council was foundid this was mantle, which was concerned with managing the foreighn affairs of the ogholm
