The issue being (And I actually address a similar topic in a story soon) you can't judge an entire race based on their leadership. I'm sure there are thousands of Rexes that migrated out of Rexxor's rule into Star World, maybe joining the SWDF. I mean, their leader being tyrannical is more of a reason for a good portion of the race to resist his rule.
