Octbert is an Octillery scientist with questionable ethics. He is actually somewhat based off an Octillery form Topper had during Hachacha, although there is no actual connection between the two. He wears a helmet that enhances his Psychic abilities and a nozzle on his nose that powers up his beam-related moves.

History
The Demon Ghost Nocktor
Not much, if anything, is known about Octbert prior to his first appearance. All that's really known is that he's been a scientist for years, but one day he was attacked by Nocktor, who used Hypnosis on Octbert to make him do his bidding. He was pretty much unconscious this whole time, but learned that Nocktor had him go to a group of islands guarding some shards to a crystal. The Yoshi Bodyguards came to get these crystals, but this was due to Nocktor kidnapping Yoshi.
With the YB collecting the shards, Nocktor called Octbert back to the base to attack the YB when they arrived (as they had no idea Nocktor was evil). Nocktor had Octbert use a helmet to increase his power, but the helmet was broken and Octbert was defeated. He later woke back up after Nocktor was defeated by a host of legendary Pokemon, and with the crystal destroyed, all the Pokemon left. Octbert went off on his own, and took the idea of the helmet and built the Octo-Helmet and then the Beam Nozzle.
Robotic Pokemon Attack!
Time passed, and eventually Octbert ended up at Olivine City. He planned to go to the Whirl Islands when the city was suddenly attacked by a bunch of invading robot Pokemon. Octbert stayed in hiding until he saw a robot Politoed and a robot of someone he recognized as Top, a YB, leave the city to the Whirl Islands in a Chinchou-shaped ship.
Soon after he saw a pikachu, yoshi and sentret: Danny, Mr. Okra and Wepro. He recognized Danny as a YB, and told them about the robot of Top, so they went in the Danny Cruiser and headed after them. At the middle of the night, the ship was attacked by a Metal Feraligatr, but they were able to destroy it and get to the islands without drowning. There, a Metal Meganium attacked them, but it was also destroyed.
Just then they saw Metal Top being blasted off the island, and went into the caves to see Lugia, who had just blasted Metal Top away. With that, Danny, Mr. Okra and Wepro left and Octbert remained on the island, snatching a Master Ball Metal Top brought to the island. Since then, he's remained on the island, working on a new invention with the Master Ball...

- Octbert is still partially based off Topper when he was an Octillery in Hachacha. And that is still weird.
- Although Octbert is listed as a hero, he's somewhat of an anti-hero and in his first story was suspected of double-crossing the YB before finding out Nocktor was controlling him.
