Dr. Pikachu, AKA Dr. P, AKA Dr. Pepper is a Mad Scientist Pikachu.

He's crazy and wears boots. He also wears a party hat for some reason. Who does he think he is, Doopliss? Ooh, that's a great idea for a character! Dooplitto! A Ditto that wears a Doopliss party hat and it can never transform it away for some reason!
