Octbert is an Octillery scientist with questionable ethics. He is actually somewhat based off an Octillery form [[Topper]] had during [[Hachacha]], although there is no actual connection between the two. He wears a helmet that enhances his Psychic abilities and a nozzle on his nose that powers up his beam-related moves.
