The "Durban Platform", as it is known, will see the agreement tied up by 2015 and coming into force by 2020.

While the coalition between the EU and its developing country allies appears to have held, the climate-vulnerable nations are not happy about the EU's repeated failure to pledge tighter emission cuts.
It appears that Poland is the only EU nation holding things up - and there are indications that German Chancellor Angela Merkel will wield her country's considerable diplomatic muscle at the EU Council meeting next month.
Meanwhile, the UNFCCC process is likely to include an extra meeting this year, probably in Bangkok, though the funds are not yet in place.

12 February 2013Last updated at 23:28 ET The ongoing closure of a maternity unit in Oxfordshire as part of an internal investigation is "a disgrace", a county councillor has said.
Chipping Norton's Cotswold Maternity Unit was shut in October while Oxford University NHS Trust reviewed "working practice" concerns.
Cllr Hilary Biles said she was "shocked" the unit has not reopened.
The Trust said it would present an interim report with its findings to the county council next week.
Cotswold is a midwife-led unit for women with low-risk pregnancies and is still open to antenatal and postnatal patients.
Jane Herve, Head of Midwifery for the Trust said: "We are committed to reopening the Cotswold Maternity Unit as soon as we are able to,Global crises to soften M&A near-term after strong, but are not able to say yet exactly what date that will be,Louis Vuitton so last season for China's super chic_145."
She added the findings and recommendations will be presented to the Trust's board in "early March".

The diplomatic protection officer, who was arrested in December on suspicion of misconduct in a public office, will have to answer bail again in February.
Police are investigating how newspapers came to publish police records of an incident at Downing Street that led the then Tory chief whip to quit.

A 23-year old man, who was also arrested in December, has previously been re-bailed, also to return in February.
In September, Mr Mitchell was accused of calling officers plebs and swearing when police asked him to use the pedestrian gate, rather than the main gate, to leave Downing Street with his bicycle.
Mr Mitchell later apologised for not having shown enough respect to the police but maintained that he "did not use the words attributed to me". However, he quit the government over the affair a few weeks later.
Newspaper accounts The official police log of the confrontation between the chief whip and officers was published by the Daily Telegraph and the Sun.
Doubts have subsequently been cast about the validity of the claims against Mr Mitchell.
The Met has said the arrested officer, who has been suspended, was not on duty during the incident, and investigations have found no evidence to suggest those on duty on the day were involved in the unauthorised release of information.
