New rules:
- 336, is now a rule. It redefines "majority", et al, as the ratio between FOR and AGAINST votes. AWARDS: Shivan +10
- 338, is now a rule. It defines Nomicapolis as an ongoing game divided into rounds. AWARDS: Applejuicefool +10
- 335, is now a rule. It sets up procedures to punish rule breakers. (Dayd +10, Tucana23 +5, TomFoolery +5)
- 339, is now a rule. It limits player point changes to those allowed by the rules (Dayd +10, Tucana25 +5)
- 327, is now finally a rule, It allows a player to abstain on a given proposal. AWARDS: Shivan +10
