This is a proposal to transmute rule 105 into a mutable rule. The wording of this proposal must be exactly the same as rule 105. If this proposal is enacted, it will take the place of rule 105 which will thus be repealed.

All rule-changes proposed in the proper way shall be voted on. They will be adopted if and only if they receive the required number of votes.
