*Notable among the new rules passed in the past month is [[360]] which introduced popularity.  This fledgling entity has yet to be put to use by players, and it remains to be seen whether it will become an integrated part of Nomicapolis or will fall out of favour.  Rule [[370]] added another mechanism for gaining popularity, without offering a use.  Rule [[367]] made the population of Nomicapolis dynamic, and the population growth was met with cautious enthusiasm by players.&lt;/div&gt;</description>
