An IP is the identidy of users. When an user is born, that user gets an IP. However a few users like Super Luigi 821, Knife and trollers change IPs a lot. Only sysops can see IPs of other users, and these IPs help locate users. This helps sysops block trollers. A few users don't have IPs, however it is rare for that to happen. Willy used Spam magic to erase his IPs so Luigi 821 couldn't block him.
