An IP is the identidy of users. When an user is born, that user gets an IP. However a few users like Super Luigi 821, Knife and trollers change IPs a lot. Only sysops can see IPs of other users, and these IPs help locate users. This helps sysops block trollers. A few users don't have IPs, however it is rare for that to happen. Willy on Wheels used Spam magic to erase his IPs so Wayoshi and Luigi 821 couldn't block him.
