History
This used to be known as the 'Loconet Hexfile' but that:

As such, the name has been changed.
Usage
The Loconet Simulator allows you to run the DecoderPro portion of the suite without having an Interface device. You will be able to run the program but will not be able to program decoders or perform operations on the layout.
It is often used by people to preview the program on a computer.
