I don't know that it is possible right now to make both sides happy since one side wants to increase the number of legalized aliens and the other not only wants to stop it but to decrease the number of aliens per year that can enter the U.S. legally. The solution would be to stop it and leave it as it is but that is where we are right now and obviously not everyone is happy.		d.
