How to convert a province to your ruler's culture
In short, if you want to culture-convert provinces as quickly as possible....
1. Decide what culture you want most to be dominant in your kingdom. Try to quickly get your kings to all be of that culture.
Remember, the main culture of the head honcho at the top decides what culture spreads.
If you're a Catholic Catalan, underneath a Muslim Arab Duke, who is underneath a Greek Orthodox King, then Greek culture is what will spread. Either become a king yourself or be rid of having any masters higher than you.
2. In "melting pot" kingdoms like England, give lands where "English" pops up to Dynasty members. Having a capital in an "English" province gives a 15% chance for kids to be English. Also, marrying English spouses gives another 15% for a 30% chance.
Give English courtiers their own provinces and they'll automatically spawn courtiers of their own culture, if you need someone for marriage purposes.
When someone first arrives of the right culture (and dynasty) then change your laws properly to inherit the kingdom.
Beware though, often when you pick someone immediately just because they're the first suitable English person, they may have medium to low stats. Be wary of relations with vassals if you have crappy diplomacy abilities.
3. Have province in realm, most preferably in demesne. Vassals take longer to convert. Make sure it's land-connected or trade-route connected. PROVINCES NOT IN REALM WON'T CULTURE-CONVERT ACCORDING TO YOUR KINGDOM'S STATS.
4. Convert it to your religion.
5. Build/maintain all non-religious positive improvements to it you can. (but avoid vernacular literature)
6. Have ruler's stats be as high as possible.
7. Try and keep stability maxed.
8. Have original province be wealthy, hope target province is poor.
9. Try and have positive character traits and no negative ones.
10. Give Burghers or Nobles a power of 55. (or give 35 to each, and divide the rest evenly to other groups. Keep Peasants and Clergy from getting too much power)
11. Revolts in the target province also help speed up conversions. Divide power between Burghers and nobles to get both their bonuses, and leave peasants with high taxes. In time, you should be able to get a revolt there.
12. Spam-loot a province that you want to have converted to your new culture constantly. Depending on your situation, you may wish/have to skip this one, it costs you some amount of piety.
13. ALWAYS put provinces in demesne that you want to speed up cultural conversions to, giving it to vassals can get too messy.
14. Prestige at 1,000, 10,000 or 100,000 each provide a 10% bonus to cultural conversion speed. Prestige is valuable, based on how much you got and want to spend, decide how much to keep to speed up conversions.
15. If playing w/ certain mods, (DVIP/BOPACK) occasionally, move your capital somewhere by giving away your old one to your heir. You may get an option to change the culture there. This is most recommended for extremely distant provinces. (like Jerusalem)
