You've read the reports, they speak of a high ranking fallen that is attempting to reunite some broken ranks of other fallen houses. Time to put an end to that.
You sneak up on the abandoned mines, looking on the ground for fallen tracks leading inward. They're definitely here.
Sneaking inside, you quickly kill off a couple dregs with your knife, and dispose their bodies in hidden areas. You walk towards an open area, as you see the would-be Kell giving orders to his underlings. You watch as he sits back on a makeshift throne built with salvaged parts from cars and walkers.
