Turn off the generators

You search for the master switch and quickly find it. You grab the handle and pull it down, powering off the generators. Parts of Metropolis may be in the dark for a while, but that's nothing compared to the consequences of letting Livewire get her fill. She still has some power, so you'll need to be careful, but she can't replenish it any more. You can try to fight her until she's out of energy or you can lure her outside and splash water on her, which will weaken her powers.
