You duck out of the arms' way. The arms go on straight out of the author's interest. You see something come out of the shadows. It looks like a salamander, but it actually is... a gerrymander! It seems to be in control of the nukes. The gerrymander tries to stop you, but then it realizes that all it can do is reshape counties to favor a party. It sits down. You find two buttons:
Drop the nukes in highly corrosive acid
Far into the distance you find another button called, "THE BUTTON."
