The headquarters of the rag-tag government of the Hulks, rich in cunning but poor in spelling. The ship's parliament room holds a seat for every captain in the fleet, but only about a quarter of them show up for any given meeting. Since a while ago, however, it's been overloaded with debate on the plague: Should the Hulks stay with their infected mother, or try to break away for uncertain waters?
