&lt;div&gt;In the Holy Thyreon Empire, the Emperor, old in age and on the verge of death has put together his final bid for a suitable heir: An extensive competition to pit 12 contenders of the throne against each other. Only one may achieve total victory and the seat of the throne. Only those of the most eligible, educated, and well trained can even hope to compete.&lt;br /&gt;
&lt;br /&gt;
All eyes will be on the contender's actions as scrying mirrors and other surveillance devices are placed along the Palace grounds. Doing certain things may sway one dynastic branch or government agency to your side. However, the opposite may also occur and alienating certain groups through unfavorable actions may cause them to actively work against you. &lt;div&gt;In the Holy Thyreon Empire, the Emperor, old in age and on the verge of death has put together his final bid for a suitable heir: An extensive competition to pit 12 contenders of the throne against each other. Only one may achieve total victory and the seat of the throne. Only those of the most eligible, educated, and well trained can even hope to compete.&lt;br /&gt;
&lt;br /&gt;
All eyes will be on the contender's actions as scrying mirrors and other surveillance devices are placed along the Palace grounds. Doing certain things may sway one dynastic branch or government agency to your side. However, the opposite may also occur and alienating certain groups through unfavorable actions may cause them to actively work against you. The Emperor is immortal, or once was. Some dissenters say he made a soul pact with a devil, or his loyalists claim he was blessed by the High God himself. Regardless the truth, what is known is that he was born some thousand years ago. In a much more different age than the one we live in, he brought order and stability to a chaotic region. In his actions, he founded the Empire and laid the groundwork for modern technologies and orders to come. &lt;br /&gt;

However, beyond these basics statements, little else is known about the powerful g̶o̶d̶  man. It will be up to you if you want to discover the secrets of the heart of the Empire.&lt;br /&gt;

A: These two questions largely stems from a misconception... Dragon's are not being turned into humans permanently via human magic. Dragons have the natural ability to freely polymorph (IE Shape Change) between their natural form and their humanoid form, just like a lycanthrope in D&amp;amp;D can with practice assume their animal form, a hybrid form, or their natural form. Dragons are inherently magical beings, and while they lost their ability to use and control their magic after the Great Cataclysm, some few abilities remain. Their limited shape changing is one of the few remnants of their former magical prowess. &lt;br /&gt;
&lt;br /&gt;
Humans control dragons through magic, either directly or indirectly. One of the first priorities of all Dragon Catchers is to bind a captured dragon with magic as soon as possible. A dragon bound with spells is basically helpless (unless the owner is #TooDumbToLive anyway and inadvertently sets their dragon free), but a dragon not yet under the thrall of arcane influence is still a grave threat and is perfectly capable of causing a lot of damage in its attempts to escape or fight. A dragon's appearance in their human form will reflect the proportional age of their dragon form: IE, a child dragon will turn into a child human, and an adult will turn into an adult human. Usually it is the dragon's eye color, which remains constant regardless of what form they take. Note that Dragon's generally have eye colors that could pass for human in their humanoid form. Their hair color either reflects the color of their scales or defaults to a natural hair color that a human could have (IE, Red, Brown, Blonde, Black, Auburn, Silver/White, etc). &lt;br /&gt;

On top of that, the dragons have developed a paradoxical fear and unease regarding humans. While they hate that their kin are being enslaved, the last thing they want to do is give humanity a reason to mobilize and bring the brunt of their full power against them. If such a thing were to happen, the best thing the dragons could hope for is mutually assured destruction at best, and one sided extinction or enslavement at worst. Add to the fact that they are too busy fighting among themselves for food, water, and territory... and you can easily see why the Dragons maintain the status quo. After all, the elders would think... so long as the humans are content to remain on their side of the fence, we are safe, and anyone who goes over there is a fool at best.&lt;br /&gt;

Like all forms of trade and marketing, the Slave industry is highly regulated (for humans, as well as dragons and any other non-human species that may or may not exist)... but like always, there would exist a subset of people who do not wish to conform to the rules. Thus where there exists a regulated industry, it would stand to reason that there would also be a black market. Dragon Poachers and unregistered human slave traders would sell their wares on this black market, and people who wish to do less than savory things to their slaves, or who wish to buy a slave without the necessary paperwork would as well. Such slaves acquired through the black market wouldn't have the guarentee of the law behind their treatment, but if discovered by law enforcement would be immediately freed (or at the very least, have their slavery legitimized).&lt;br /&gt;

Remember that the mark of servitude essentially functions as a dragon's green card, so in the unlikely event that they were legally freed, then they would be expected to return to Draconia. The closest thing you could get to a free and legal dragon in Illnora would be if a human kept the mark upon them and then treated them as being free in all but name. But with rare exception, humans aren't likely to do that.&lt;br /&gt;

A free dragon in human society would be looked on with a combination of fear, skepticism, and yes... racism if it got out that they were dragons and were legally free. In addition, so long as the mark remains intact and isn't dispelled, the effect of the spliced spells will continue to affect the target. Even severing the limb or joint the mark is a part of will not remove it, for the mark would simply appear on another part of the body. In order for a mark to be removed, it must be dispelled or nullified by either the original caster or current owner of the mark, or it must be cracked by a wizard powerful and clever enough to decode the mark's encryption.&lt;br /&gt;

In addition, their senses of smell and hearing are a bit more keen than your average human, though they are greatly diminished when compared to their natural form. If such a thing were to happen, the best thing the dragons could hope for is mutually assured destruction at best, and one sided extinction or enslavement at worst. Add to the fact that they are too busy fighting among themselves for food, water, and territory... and you can easily see why the Dragons maintain the status quo. After all, the elders would think... so long as the humans are content to remain on their side of the fence, we are safe, and anyone who goes over there is a fool at best.&lt;br /&gt;

Also, dragons who have not experienced slavery have at best a limited understanding of the concept. Slavery is practically a new and alien concept to them, despite the fact that sometimes their relationships seem to resemble some aspects of slavery.&lt;br /&gt;

But with rare exception, humans aren't likely to do that.&lt;br /&gt;

This is all offset by rigorous anti-corruption screening and investigations by an internal council and the [[Thyreon Council of Special Interests]]. &lt;br /&gt;

&lt;div&gt;The primary military force of the empire. Well equipped and well trained, these soldiers dutifully and fanatically serve for the good of the Empire and the Emperor's will. They are substantially less elitist than their Palace counterparts due to the variety of their ranks. High privilege, and with it prejudice, does not exist in most of the army like it does the [[Royal Palace Guard]]. Everywhere from the farmland peasant to the aristocrat's privileged son are represented in the army. While the majority of the upper ranks are packed with nobles, it is not impossible for the commoner to rise the ranks.&lt;br /&gt;
&lt;br /&gt;
They have intense unity and nationalism for the country and seek for its expansion. The army heavily resents the partial demilitarization that occurs when the Empire is at peace as standards drop, funding lessens, and they lose prestige. Additionally, the [[Thyreon Imperial Navy]] has something of a one-sided rivalry with them, not unlike that of an older and younger brother. The army works extensively with the [[Thyreon Council of the Other]] to produce military geared magicks and artifacts. &lt;br /&gt;
&lt;br /&gt;
For as long as the competition drags on for, four representatives from the army reinforce the current two officers stationed at the palace, bringing their total presence up to six. The representatives act similarly to the guard but with substantially more free will at the cost of less privileges.&lt;br /&gt;
&lt;br /&gt;
Garnering their favor may require visible patriotism to the nation, some militaristic views (possibly at the expense of other factions, the peace loving side of the [[Holy Orthodox Church of Thyreon]] especially), and a support of the armed forces.&lt;br /&gt;
&lt;br /&gt;
After securing their support, the representatives may be able to smuggle in some top-of-the-line or prototype weapons (even magick artifects) for you, provide additional surveillance, or possibly even sabotage the actions of their Palace counterparts (should the need arise). The mage of the group might possibly impart some supernatural gifts or skills to you, maybe.&lt;br /&gt;

&lt;div&gt;The elite units that guard the Emperor's own Palace. Now here to protect you as well for the duration of the competition, or at least that's what they are supposed to do. The guards are heavily elitist who all hail from high ranking families and establishments, they are especially prejudiced towards &amp;quot;outsiders&amp;quot; and foreigners. Due to this, they have a mutually hateful dynamic with the [[Thyreon Imperial Navy]]. On the other hand, they have a rather amicable relationship with the [[Aristocracy of the 1st Branch]], where a substantial portion of their numbers come from. Their relations with the other aristocratic branches are not poor either, but they lack the real substance that it has with the first. &lt;br /&gt;
&lt;br /&gt;
It will be impossible to earn their favor as anyone not of aristocratic birth or other similarly high positions. If you are however, they will treat you as any good guest of the Palace. &lt;br /&gt;
&lt;br /&gt;
To earn their favor, you will likely need to play to their interests and treat them cordially.&lt;br /&gt;
&lt;br /&gt;
Earning their goodwill may allow you to use them to spy on other contestants, look out for specifically (personal physical safety), or even &amp;quot;incapacitate&amp;quot; another person for a bit. It is not even unlikely to become closer with the aristocracy as a result of this favor, the guard's preferences are not held lowly to many of the nobles.  Perhaps you may even reach the Emperor's ear, the Guard Captain is quite close to him after all...&lt;br /&gt;
&lt;br /&gt;
At any given time there are around ten dozen guards stationed around the expanse of the Palace. The nearby guard post can swell numbers up to five hundred however, in case of an emergency or necessary event.&lt;br /&gt;

They are substantially less elitist than their Palace counterparts due to the variety of their ranks. High privilege, and with it prejudice, does not exist in most of the army like it does the [[Royal Palace Guard]]. Everywhere from the farmland peasant to the aristocrat's privileged son are represented in the army. While the majority of the upper ranks are packed with nobles, it is not impossible for the commoner to rise the ranks.&lt;br /&gt;
&lt;br /&gt;
They have intense unity and nationalism for the country and seek for its expansion. The army heavily resents the partial demilitarization that occurs when the Empire is at peace as standards drop, funding lessens, and they lose prestige. Additionally, the [[Thyreon Imperial Navy]] has something of a one-sided rivalry with them, not unlike that of an older and younger brother.&lt;br /&gt;
&lt;br /&gt;
For as long as the competition drags on for, four representatives from the army reinforce the current two officers stationed at the palace, bringing their total presence up to six. The representatives act similarly to the guard but with substantially more free will at the cost of less privileges.&lt;br /&gt;
&lt;br /&gt;
Garnering their favor may require visible patriotism to the nation, some militaristic views (possibly at the expense of other factions, the peace loving side of the [[Holy Orthodox Church of Thyreon]] especially), and a support of the armed forces.&lt;br /&gt;
&lt;br /&gt;
After securing their support, the representatives may be able to smuggle in some top-of-the-line or prototype weapons (even magick artifects) for you, provide additional surveillance, or possibly even sabotage the actions of their Palace counterparts (should the need arise). The mage of the group might possibly impart some supernatural gifts or skills to you, maybe.&lt;br /&gt;

&lt;div&gt;In the Holy Thyreon Empire, the Emperor, old in age and on the verge of death has put together his final bid for a suitable heir: An extensive competition to pit 12 contenders of the throne against each other. Only one may achieve total victory and the seat of the throne. Only those of the most eligible, educated, and well trained can even hope to compete.&lt;br /&gt;
&lt;br /&gt;
All eyes will be on the contender's actions as scrying mirrors and other surveillance devices are placed along the Palace grounds. Doing certain things may sway one dynastic branch or government agency to your side. However, the opposite may also occur and alienating certain groups through unfavorable actions may cause them to actively work against you.
