Novice. You'll need to be able to setup the email notification feature in Blogger and create a Google Group.

Description:

This hack allows you to gather your comments and publish them in a purpose-created Google Group. Readers can subscribe to this Group (via RSS feed or email), or you can import the feed of comments into your existing blogs.

Method:

• Setup a new Google Group to hold your comments eg MyGroup.
• For your existing blogs, setup comment notification emails to forward comments to this new Google Group's email address eg. MyGroup@googlegroups.com
• Using the Atom or RSS feed of the new Group, publish the feed in your existing blogs with any of the RSS-to-Javascript services.
